Liquor Commission members
The Liquor Commission Act 2018 provides that no less than four members must be appointed to the Liquor Commission who have the appropriate knowledge, experience and expertise to be a member.
The Liquor Commission is constituted by a panel comprising of at least three members that must include at least one of the following:
(a) a presiding member (who must be the Chairperson, Deputy Chairperson, or Acting Deputy Chairperson)
(b) a member with health expertise.

| Chairperson - Russell Goldflam | Russell has served as a member of the Commission since its inception in 2018, acting as Deputy Chairperson when required. Based in Alice Springs, Russell worked in senior positions at NT Legal Aid Commission (NTLAC) until 2018. Russell has served on a variety of boards, committees, and advisory groups and has been a proactive advocate in alcohol harm minimisation. |
| Deputy chairperson - Jodi Truman | Jodi has served as the Deputy Chairperson of the Commission since its inception in 2018. Jodi is a local long-term barrister who has undertaken litigation practice with specialisation in criminal and family law. Currently, Jodi is a legal member for the Mental Health Review Tribunal and a qualified Family Dispute Resolution practitioner, as well as a qualified Arbitrator under the Family Law Act 1975. |
| Greg Shanahan - Acting Deputy Chairperson | Greg holds a Bachelor of Laws and Bachelor of Economics and was the Chief Executive Officer for the Department of the Attorney-General and Justice (AGD) for approximately 14 years. The Racing, Gaming and Licensing division was under AGD during a significant portion of Greg’s tenure and he had oversight of the division from an administrative and major policy development and implementation perspective. |
| Prof Phillip Carson | Dr Carson is a longstanding member of the medical profession in the NT. He practices as a specialist general surgeon in Darwin and is an Associate Professor of Surgery with the Flinders NT Medical Program. |
| Elizabeth Stephenson | Elizabeth has been employed in Darwin, Nhulunbuy and Maningrida in the conduct of clinical duties since 1995 including clients with tuberculosis and leprosy. |
| Bernard Dwyer | Bernard has worked in the field of alcohol and other drugs and mental health service provision for over 40 years, with more than 30 years' service in the NT. |
| Katrina Fong Lim | Katrina is a born and bred fifth generation Territorian with a keen sense of public service and community. She is the former Lord Mayor of the City of Darwin and holds a number of professional and community memberships. |
| Denys Stedman | Denys is the Territory’s first Buy Local Industry Advocate, and for over 30 years held senior positions at KPMG and its predecessor accountancy practices. As part of a four-person panel, he undertook a review of the alcohol policies and legislation (“the Riley Review”). |
| Rachael Shanahan | Rachael is the Director and Secretary of the NT Museums and Art Galleries Foundation, and serves on the City of Darwin Arts and Cultural Development Advisory Committee and the 'Darwin Frocktails' City of Darwin's organising committee. |
| Ebony Abbott-McCormack | Ebony is an active member and role model within the sporting community, and her career with NT Primary Health Network focusses on improving Aboriginal health outcomes through positive lifestyle choices such as sport, and advocating for increased access to appropriate health services. |
