Youth Justice Review

In a significant move towards ensuring a contemporary, effective, and compassionate approach to youth justice, the Northern Territory (NT) Government has initiated a review of the youth justice system noting the reform that has taken place over recent years.

This review underscores the NT Government’s commitment to enhancing community safety and providing a foundation for a positive future for all Territorians.

The review is being led by an Independent Review Panel, selected for their expertise and dedication to justice and community welfare. The panel includes:

  • Ms Kati Kraszlan, West Australian Commissioner for Victims of Crime, who will serve as Chair
  • Ms Catherine Liddle, Chief Executive Officer of the Secretariat of National Aboriginal and Islander Child Care (SNAICC)
  • Mr Trevor Moses, Barrister William Forster Chambers.

The review was officially announced on 12 February 2024, with a commitment to review the youth justice system to be more aligned with the needs and realities of today's society, aiming to create a safer Northern Territory for everyone.

Review process and community engagement

A review team comprising senior NT Government officials from relevant departments will support the Review Panel to ensure an evidence based, holistic approach to considering this vital issue.

The review process will involve consultations across key stakeholders, engaging with communities, youth justice stakeholders, and the broader public to gather a wide range of perspectives and insights. This inclusive approach ensures that the review's recommendations will be grounded in evidence of the realities and needs of our diverse communities today.

Final report and next steps

A final report, encapsulating the findings and recommendations of the review, is scheduled to be delivered to the NT Government by 30 November 2024.

This report will mark a pivotal step towards further reforming our youth justice system, guiding policy and practice towards more effective, humane, and restorative approaches to supporting better outcomes for young Territorians and a safer Territory community for all.
